1. What is the Stormwater Environmental Utility Rate structure?
The Stormwater Service Assessment contains two separate components. The first component – the Base Charge -- will fund the County's fixed, baseline, Stormwater Utility Area-wide administration, customer service, and regulatory compliance costs, which do not vary based upon the amount of Impervious Area on a particular Tax Parcel and, accordingly, will be generally allocated equally among all Tax Parcels of Assessed Property within the Stormwater Utility Area on a per Tax Parcel basis. The second component, the Impervious Charge -- will fund the County's Stormwater Management Services provided to Developed Property, which contains more than 249 square feet of Impervious Area and put both a greater burden on the County's Stormwater Conveyance System and necessitate a greater level of service from the Stormwater Environmental Utility. The second component will, accordingly, be generally allocated among Tax Parcels of Development Property on a Net BU basis.
2. How much are the Stormwater Environmental Utility Service Area Assessment Rates?

 Current Service Assessment

Base Charge $31.41 / Parcel
Impervious Charge $16.35 / BU*

* BU = 500 sq ft of impervious

3. What does the Stormwater Environmental Utility Base Charge Include?
The Base Charge means the portion of the Stormwater Service Assessment established to fund the Stormwater Base Service Cost. The Stormwater Base Service Cost means the portion of the Stormwater Service Cost determined by the County to fund the provision of Stormwater Management Services within the Stormwater Utility Area that consists mainly of administrative, indirect, customer service, mandated regulatory compliance activities, and other fixed cost functions that do not vary based upon the amount of Impervious Area on a particular Tax Parcel.
4. What is the Stormwater Environmental Utility Impervious Area Charge?

The Impervious Charge means the portion of the Stormwater Service Assessment established to fund the Stormwater Impervious Service Cost. The Stormwater Impervious Service Cost means the portion of the Stormwater Service Cost determined by the County to fund the provision of Stormwater Management Services within the Stormwater Utility Area that consist mainly of direct operational costs, engineering, planning, capital equipment, and projects for maintenance and operation of the Stormwater Conveyance System and vary in scope and magnitude based upon the amount of Inpervious Area on a particular Tax Parcel.

5. Does everyone pay this Stormwater Assessment?

The Stormwater Utility Area includes unincorporated Sarasota County and the City of Sarasota. The cities of North Port, Venice, and the Town of Longboat Key are excluded. All Parcels within the service area are considered customers because all parcels can generate stormwater runoff. See the Sarasota County Stormwater Environmental Utility Service Area Map.

6. Does this have anything to do with the septic problem on Phillippi Creek?

No it does not. For questions regarding septic issues please contact Sarasota County Utilities Department Customer Service at 941-861-6790. 

7. How can I protest the New Stormwater Rates?

You may attend the Board of County Commissioner's Budget Hearings scheduled in September. You are encouraged to discuss any issues or questions with Stormwater staff prior to those meetings. 

8. How do I know if I live in a Flood Zone?
Your casualty insurance agent has access to this information. To view a Flood Insurance Rate Map (FIRM) that you can determine your flood zone, visit the FEMA Flood Map Service Center or use the Sarasota County Flood Zone Locator Map. If you still need assistance, contact the Call Center at 941-861-5000 and ask for a Flood Zone Determination from Planning and Development Services or the County’s Community Rating System Coordinator (Noah Taylor).
9. How long have we been paying these assessments?
Ordinance No. 89-177 established the Sarasota County Stormwater Environmental Utility and initiated the collection of Stormwater Service Assessments in 1992.
10. I do not live on the creek or bayou; why do I pay a basin assessment?
You do not have to live on the creek to receive a basin assessment. You only must live within the basin area. Your runoff drains ultimately to that specific creek or bayou.
11. I live in the city of Sarasota. Why do I pay a County Stormwater fee?
Through an Interlocal Agreement between the County and the City of Sarasota, the Utility accepted responsibility for maintaining the City of Sarasota in 1991. Sarasota County is now performing all stormwater maintenance work for the residents of the City of Sarasota.
12. I think my Proposed Notice or Tax Bill is incorrect. How can I get it fixed or checked? Will I receive a new notice?
If you feel there might be an error your bill you can contact our department. We will verify all information and make any corrections necessary. The Tax Bill in November will reflect these changes. You will not receive a new notice.
13. My property is vacant. Why am I paying an assessment?
All Parcels within the service area are considered customers. Stormwater Base Service Cost is the portion of the Stormwater Service Cost determined by the County to fund the provision of Stormwater Management Services within the Stormwater Utility Area that consist mainly of administrative, indirect, customer service, mandated regulatory compliance activities, and other fixed cost functions that do not vary based upon the amount of Impervious Area on a particular Tax Parcel. All parcels pay a per parcel change of $31.41.
14. The mailing address on my bill is incorrect. How do I have it changed?
The mailing address on your tax bill is certified to the Tax Collector by the Property Appraiser.  If your mailing address differs from that shown on your tax bill, you may note your change on the Property Appraiser's website. Complete an address change form for your bill and submit it electronically. You can also contact the Property Appraiser at (941) 861-8200.
15. What does Non-Ad Valorem mean?
It is an assessment that is not based on the property's value. It is for a particular service, sometimes called a "user fee." Factors such as contribution to the drainage system are used to determine stormwater non-ad valorem assessments.
16. What if I receive a tax bill and I no longer own the property?
If you received a real estate tax bill for a property you no longer own, please forward it to the new owner or return it to this office.  If you received a tangible personal property tax bill for the property you no longer own but did own on January 1, 2025, you are still responsible for paying the taxes.  If you did not own the tangible personal property on or after January 1, 2025, you need to contact the Property Appraiser immediately at (941) 861-8200.
17. What is a Billing Unit?
The Sarasota County Stormwater Environmental Utility assesses customers based on Billing Units (BU). A BU means 500 square feet of Impervious Area, which shall be used to calculate the number of BUs attributable to each Tax Parcel of Developed Property.
18. What is the SEU, and what do I get for this assessment?

The Stormwater Environmental Utility (SEU) was established to provide a dedicated funding source for the operation, maintenance, planning, and improvement of the existing and future public stormwater system. Stormwater Assessments provide funding for a variety of drainage-related services. The two components are:

Base Charge.

The Stormwater Base Service Cost provides uniform level of service to all Assessed Properties and because these services are geared toward the fixed cost, baseline, utility-wide administration, customer service, and regulatory compliance, including Total Maximum Daily Load reductions, development regulations oversight, and NFIP/CRS qualifying activities, the cost of such services is not dependent on the size of the Tax Parcel, the use of the Tax Parcel, or the amount of Impervious Area on the Tax Parcel.

Impervious Area Charge

The Impervious Service Cost provides additional Stormwater Management Services to Tax Parcels of Developed Property with more than 249 square feet of Impervious Area. These Stormwater Management Services include direct operational costs, engineering planning, capital equipment, and project for maintenance and operation of the Stormwater Conveyance System and are necessitated by the existence of Impervious Area that impedes or restricts infiltration of rainfall into the soil, which then increases the need for County services and facilities to convey, retain, and treat the increased volume of Stormwater runoff from Developed Property.

19. What is the difference between a Stormwater Service Assessment and a Capital Improvement Assessment?

Stormwater Service Assessments are imposed on property within the Stormwater Utility Area to fund Stormwater Management Services.

Capital Assessments are imposed only within certain basins to fund the cost of stormwater improvements currently planned or under construction in those basins. This is known as the Capital Improvement Program, and assessments vary from basin to basin and from year to year. There are 27 separate drainage basins within Sarasota County.

20. What is the Stormwater Environmental Utility Fiscal Year?
The Stormwater Environmental Utility Fiscal Year is the period commencing on October 1 of each year and continuing through the next succeeding September 30, 2026. November 2025 tax bills are for fiscal year 2026, which runs October 1, 2025, to September 30, 2026.)
21. What is the Stormwater Utility Service Area?
The Sarasota County Stormwater Environmental Utility Service Area includes unincorporated Sarasota County and the City of Sarasota.  It does not include parcels in The City of Venice, City of North Port, and the Town of Long Boat Key. 22. What is this Proposed Notice, and when will I have to pay?
This is a Proposed Notice of Non-Ad Valorem Assessment (special districts such as solid waste, fire/rescue, lighting districts, and Stormwater). This is not a bill. This notice shows the proposed non-ad valorem assessments by levying authorities. If the Board of County Commissioners adopts the rates in September, these fees will appear on your usual tax assessment bill in November for the next Fiscal Year. 
23. Why am I paying this bill if you have never cleaned the ditches in front of my house?
Are you in a private subdivision or live on a private street? The County does not have the authority to maintain private lands. The County maintains the runoff once it leaves private lands and enters the public drainage system.
