Disadvantaged Business Enterprise Program

It is the policy of the SCTA to ensure that DBEs are defined in part 26, have an equal opportunity to receive and participate in DOT-assisted contracts. It is also our policy:

  1. To ensure nondiscrimination in the award and administration of DOT - assisted contracts;
  2.  To create a level playing field on which DBEs can compete fairly for DOT - assisted contracts;
  3.  To ensure that the DBE Program is narrowly tailored in accordance with applicable law;
  4.  To ensure that only firms that fully meet 49 CFR Part 26 eligibility standards are permitted to participate as DBEs;
  5.  To help remove barriers to the participation of DBEs in DOT assisted contracts;
  6.  To assist the development of firms that can compete successfully in the market place outside the DBE Program.

The Federal Transit Administration's Disadvantaged Business Enterprise (DBE) program is intended to ensure that transit agencies do not discriminate in the award of federally funded projects. For its own DBE program, Sarasota County Area Transit (SCAT) has developed a proposed overall goal for the utilization of DBEs on federally assisted projects. The proposed overall goal for SCAT is 1% race-neutral. This goal will be in effect for the three-year period beginning October 1, 2019 and ending September 30, 2022.

SCAT is inviting DBEs and other businesses to attend the SBAC of NIGP 2019 Reverse Trade Show. SCAT will present to answer any question regarding the DBE goal setting process and solicit input on the goal and on the availability of DBEs in the Sarasota/Bradenton area. The attendance to the SBAC of NIGP 2019 Reverse Trade Show is optional and your participation is not required. It is important to SCAT's goal-setting process to solicit and receive input from all types of businesses, including but not limited to, DBEs, non-DBEs and small businesses.

The workshop will be held on Wednesday, Oct. 23 at 8 a.m. at the City of Sarasota Municipal Auditorium, 801 N. Tamiami Trail, Sarasota, FL 34236
