On August 24, 2021, the Board of County Commissioners approved Resolution No. 2021-140 regarding the Sarasota County Utilities System Water and Wastewater Equivalent Dwelling Units Table. This resolution replaces Resolution No. 2018-163 effective January 1, 2022.

The following fillable form, together with the formulas contained therein and the instructions below, constitutes Sarasota County's Utilities' Equivalent Dwelling Units (EDU) Table as approved by the Board of County Commissioners. The EDU conversion table fillable form (below) must be completed in order to assess the utility capacity and connections fees and to apply for a permit to connect to the county's utility system.  This form can also be used to estimate the utility capacity and connection fees. 

The EDU Table shall be used to determine the fees due pursuant to Chapter 126, Article II and Chapter 70 Articles VI and VII of the Sarasota County Code and other such fees and assessments as may be adopted by the Board of County Commissioners.

For fixture types or other categories not listed herein, or for categories listed herein that, based on standard engineering practices, the county determines are not applicable to the applicant's capacity needs, Sarasota County Utilities shall calculate EDU values based on the following:

  • Published industry data.
  • Applicable values within the Florida Plumbing Code.
  • Data on water and wastewater demands readily available to the county for projects and properties with similar attributes and service conditions or characteristics.
  • And other reasonable data and information as the county deems applicable, in accordance with the code and applicable county manuals, rules, policies, standards, and/or regulations. 

In accordance with Chapter 70, Articles VI and VII of the Florida Plumbing Code, an applicant may file a petition for an appeal to the determination of the EDU values assigned to a property as part of the EDU value determination by the county.
