The Sarasota County Procurement Code establishes regulations for the County’s procurement of goods and services. Section 2-231 of the Procurement Code governs the submittal and review of unsolicited proposals for public-private partnerships pursuant to Section 266.065, Florida Statutes.
Unsolicited Proposal Submittal Process
The Sarasota County Procurement Department is responsible for managing the unsolicited proposal process. To be considered, unsolicited proposals must be submitted to the Sarasota County Procurement Official following the instructions on this page.
IMPORTANT: The electronic unsolicited proposal application form cannot be saved. Please ensure a PDF copy of your proposal and required checklist are complete and ready to be uploaded prior to initiating the online application form.

Unsolicited Proposal Checklist: A completed Unsolicited Proposal Checklist must be uploaded with each Unsolicited Proposal Application. Proposers are advised to complete this checklist prior to beginning the online Unsolicited Proposal Application. Click here to download the Checklist.
Application Fee: Proposers are required to submit a $5,000 application fee with each unsolicited proposal. The sufficiency review process will not begin until an application fee has been received. Application fees are payable by money order or cashier’s check to: Sarasota County

Florida State Statute
Section 255.065 of the Florida Statutes (Public Private Partnerships) provides for public private partnerships to address capital needs and authorizes local governments to enter into P3 agreements.
