Comprehensive Plan Amendments

A Comprehensive Plan Amendment is the process of changing the Land Use designation on a parcel(s) of land from one classification to another as identified on the Comprehensive Plan. These changes include Text Amendments and Map Amendments.

  • Text amendments can modify, add or delete the text of the Comprehensive Plan.
  • A Map Amendment can change the land use category on the Future Land Use Map.  
  • They can be initiated by the private or public sector.
  • If a Future Land Use Map change is less than 10 acres, it is considered a Small Area Amendment (SA).
  • CPAs are governed by State Statutes (FS 163.3184, FS 163.3187) and the process is described in Sarasota County Code Chapter 94, Article III, Division 2.

CPA 2016-F "Scott/Houghton Property"

Scott / Houghton Property – A privately-initiated comprehensive plan amendment, proposed by private property owner, to revise the FLU designation of approximately 19 acres located at the northeast corner of Tatum Road and Fruitville Road, from Semi-Rural to Major Employment Center. PC recommended approval on May 4, 2017 (7-1 vote). Transmittal Public Hearing BCC on June 7, 2017 approved resolution to transmit to DEO (3/2 vote). On Hold; applicant requesting a time extension to June 2018.

CPA 2017-A "Palmer Ranch Transportation Thoroughfare Plan Amendment"

Palmer Ranch Transportation Thoroughfare Plan Amendment – A privately-initiated comprehensive plan amendment, proposed by private property owner, to revise the Sarasota County Year 2040 Future Thoroughfare Plan, consisting of Table 10-5, 2040 Future Thoroughfare Plan Roads, Map 10-8, Year 2040 Thoroughfare Plan (Functional Classification) and Map 10-9, Year 2040 Thoroughfare Plan (By Lanes) as follows:  Extend Bay Street, a 4-lane Major Collector Roadway eastward from Honore Avenue, across Interstate 75 to north-south Roadway A; and add a new unnamed 2-lane Minor Collector Roadway between S.R. 681 and Honore Avenue.

CPA 2017-B "Grand Lakes"

Grand Lakes – A privately-initiated comprehensive plan amendment, proposed private property owner, to revise FLU Policy VOS 1.2a for a 533 acre property located at 7000 Ibis Road, to waive the requirement for a Village Center. This amendment is associated with RZ 17-07 and a DOCC.

CPA 2017-C "Englewood Town Center"

Englewood Town Center – A publicly-initiated comprehensive plan amendment proposed by Sarasota County Planning and Development Services (Englewood CRA) to revise the FLU Plan Map to expand the Town Center boundary, and FLU Policy 1.2.15. to add Town Center back into the policy language that was inadvertently deleted through the 2016 comp plan update. This amendment is associated with the Englewood Town Center Revitalization Plan amendment and ZOA No. 127. Board approved authorization to proceed on 9/12/2017. Neighborhood Workshop held Oct. 18, 2017.

CPA 2017-F "Ibis Road Transportation Thoroughfare Plan Amendment"

Ibis Road Transportation Thoroughfare Plan Amendment – A privately-initiated comprehensive plan amendment, to revise the Sarasota County Year 2040 Future Thoroughfare Plan, consisting of Table 10-5, 2040 Future Thoroughfare Plan Roads, Map 10-8, Year 2040 Thoroughfare Plan (Functional Classification), and Map 10-9, Year 2040 Thoroughfare Plan (by lanes) as follows:  designate Ibis Road, a 2-lane Local Roadway to a Minor Collector Roadway, southward from Clark Road (S.R. 72) to Major Arterial. Board approved authorization to proceed on 9/26/2017.

SA-2017-02 "Race Trac River Road"

Race Trac River Road - A privately-initiated comprehensive plan amendment, submitted by private property owner, to revise the FLU designation of approximately 3.21 acres located west of River Road, north of east Venice Avenue, Venice, from Moderate Density Residential to Commercial Center (Neighborhood).

SA-2017-03 "Lee Wetherington Office Building"

Lee Wetherington Office Building - A privately-initiated comprehensive plan amendment, submitted by private property owner, to revise FLU Policy 3.1.2 to provide criteria that could allow designations outside the Urban Service Boundary, and to revise the FLU map designation of approximately 1.88 acres located at the southwest quadrant of Fruitville Road and Shannon Road, Sarasota, from Semi Rural to Light Office. The amendment is associated with Rezone Petition No. 17-11.

SA-2017-04 "Twin Laurel Surgery Center"

Twin Laurel Surgery Center - A privately-initiated comprehensive plan amendment, to revise the FLU map designation of approximately 5.2 acres located at NE quadrant of Laurel Road and Twin Laurel Blvd., Sarasota, from MODR and undefined Commercial Center to OFF/MFR. The amendment is associated with Rezone Petition No. 17-12 and amendment to I-75 Corridor Plan (CAP).
