As part of the continual effort to update and improve the customer experience, Sarasota County Procurement utilizes the platform OpenGov for publishing solicitations and receiving vendor responses.

PROCUREMENT THRESHOLDS

Sarasota County Procurement uses several competitive methods to acquire goods and services for the county. Procurement method is determined in part by the estimated expenditure.

Category One - Up to $10,000

Category Two - Over $10,000 to $50,000

Category Three - Over $50,000 to $150,000

Category Four - Over $150,000

Purchases of products and services in Category 4 are solicited by sealed bid or proposal in OpenGov.

Invitation for Bids (IFB) - Used when requirements are clearly defined and award is based on the lowest responsive and responsible bid.
Request for Proposals (RFP)* - Used when price is not the primary evaluation factor. Proposals are evaluated by a committee, and award is made to the highest scoring or highest ranked proposer.
Request for Information (RFI)* - Used to gather information from potential vendors prior to the issuance of a solicitation. An RFI does not result in an award.
Request for Qualifications (RFQ)* – Used when awarding based solely on qualifications. May also be used to pre-qualify vendors to compete in a subsequent solicitation.
Invitation to Negotiate (ITN)* - Used when it is in the best interest of the County to conduct negotiations of terms, scope and price with one or more vendors.
Request for Professional Services (RPS)* - Used to solicit professional engineering, architectural, landscape architectural and survey and mapping services in accordance with 287.055 Florida Statutes.
Professional Services Library - A pre-qualified group of firms selected to provide professional engineering, architectural, landscape architectural and mapping & surveying services on an on-going basis through continuing service contracts.
