Sarasota County incorporated in 1921 and adopted a Home Rule Charter in 1971 in accordance with the state constitution and Florida law. The Charter established a commission form of government as the county's governing body. The Commission appoints the County Administrator, who serves as the county's chief administrative officer, and the County Attorney, who serves as legal adviser to the Commission.
The Board of County Commissioners consists of five members who serve staggered four-year terms, and no commissioner may serve more than two consecutive terms. Commissioners are elected by qualified voters in the district in which they reside. Elections are held every two years, with either the District 1, 3, and 5 seats or District 2 and 4 seats up for election. Each December, the Board elects one of its members to serve as Chairman and another as Vice Chairman for the following year.
