Sarasota County Transportation Authority (SCTA) 

The SCTA is dedicated to sound planning and transparency. As the recipient of state and federal funds, we are required to maintain, update, and publish regulated planning documents and compliance reports.

Transit Development Plan

The Florida Department of Transportation requires State Block Grant recipients to develop a Transit Development Plan. These plans serve as a blueprint for multimodal transportation systems. The plans identify public transit needs and the activities required to meet those needs during a 10-year planning period. Major updates are performed every 5 years with annual updates in the interim years. Components of the TDP include:

  • Coordination and Public Involvement
  • Breeze Transit & Sarasota-Manatee MPO Coordination Program
  • Baseline Conditions Review
  • Relationship Review to Other Plans and Studies
  • Land Use and Corridor Development Assessment
  • Ten Year Operating and Capital Program
  • List of Priority Projects

Sarasota County's Transit Development Plan: Major Update (2025-2034)

Transportation Disadvantaged Service Plan

The Florida Commission for the Transportation Disadvantaged requires Community Transportation Coordinators (CTC) to develop and implement Transportation Disadvantaged Service Plans. The Sarasota County Transportation Authority is the CTC for Sarasota County. “Transportation disadvantaged” refers to individuals who are unable to transport themselves or purchase transportation. Their disadvantage may be due to physical or mental disability, income status, or age. The TDSP plans for the next five years and is updated annually. Components of the TDSP include:

  • Development Plan
  • Service Plan
  • Quality Assurance Plan
  • Cost/revenue allocations and fare justifications

Disadvantaged Business Enterprise (DBE) Program

The Federal Transit Administration's Disadvantaged Business Enterprise (DBE) program ensures that transit agencies do not discriminate when awarding federally-funded highway, transit, and airport projects.

Title VI of the Civil Rights Act of 1964

Sarasota County and the Sarasota County Transportation Authority (SCTA) operate programs without regard to race, color, national origin, sex, religion, age, disability, income, or family status. To request additional information on Sarasota County’s obligations under Title VI of the Civil Rights Act, or for information in another language, call or email the Sarasota County Contact Center at 941-861-5000 (TTY 7-1-1) or contactcenter@scgov.net.

Title VI discrimination complaints against Sarasota County and/or the SCTA may be filed with any of the parties listed below. The FTA encourages complaints to be processed locally before they are filed at the federal level. Complaints should include the date, location, parties involved, incident description and other relevant information; how or why the incident qualifies as discrimination, and the complainant’s contact information.

Productivity and Performance Measures

Florida Statutes Section 341.071 requires public transit agencies to post:

  • Resolution 2025-251Certification that Breeze's budgeted and general administrative costs are not greater than 20% above the annual state average of administrative costs within our tier 
  • Fiscal Year 2025 Financial Disclosure: a line-item budget report for the previous fiscal year, all salaried executive management-level employees' total compensation packages, and a list of any gifts accepted in exchange for contracts
  • FDOT Approved Performance Measures: ridership performance and metrics
