 History of Public-Private Partnership


The 420 acre area located at the Fruitville Road interchange, east of Interstate 75, has been referred to as the "Fruitville Initiative". This area represents a coordinated development strategy and public-private partnership. 

  • This partnership has a history of setting the foundation for future development, in becoming 'Special Planning Area 3' (SPA 3), designated in the County's Comprehensive Plan in 2010. 
  • SPA 3 provides an overlay intended to promote smart growth and mixed-use principles with the primary goal of creating economic development opportunities for this area. It is designated as a major employment center, allowing for a variety of uses to be considered. 
  • SPA 3 includes lands owned by five major parcels, as well as a 42-acre county owned parcel located adjacent to the Celery Fields. It is intended the County-owned property would be used as a catalyst to the future development in this area, incorporating SPA 3 policies and bringing in economic development opportunities and jobs for the community.
The Fruitville Initiative is intended to be an area that includes coherent street networks, public and civic spaces, multi-modal transportation systems, environmental preservation and ecological features.

This is intended to be a unique development form and not the 'typical big box' development often seen adjacent to interchanges.


 Connection with the Celery Fields

The adjacent 400 + regional stormwater management system and public park is a unique environmental asset known as the Celery Fields. It also serves as a local venue for recreational users.
This asset located directly adjacent to the county-owned 42-acre property is recognized as part of the state's Great Florida Birding Trail

 Project Update


The Critical Area Plan and Rezoning for the Fruitville Initiative were approved on Sept. 24, 2014. Copies of the adopting Ordinances are attached below.


 Past Meetings


There were a total of three public hearings held on the Critical Area Plan and Rezoning.  These included a Planning Commission meeting on Aug. 17, 2014, and two public hearings with the County Commission on Sept. 10, 2014 and September 24, 2014. Copies of the materials presented at these meetings are available below.

On March 27, 2014, a Neighborhood Workshop was held for the Fruitville Initiative Critical Area Plan and Rezoning applications at the Fruitville Library. There were approximately 50 community members in attendance, as well as the county's consultant, and key county staff. At the meeting, the county's consultant presented details of the Fruitville Initiative rezoning. A copy of the presentation is posted in the documents below. The applications for Critical Area Plan and Rezoning are expected to be submitted to the county's regulatory staff for review within 1-2 weeks of the March 27 meeting.

An update on the project was provided at the Nov. 19, 2013 County Commission meetingThe presentation, Critical Area Plan Boundary and Scope of Work Resolution were adopted and can be found in the documents below. 

On Oct. 8, 2013, a public meeting was held with the community and interested stakeholders informing about the project, the history, status, and upcoming planning efforts. A copy of this presentation, summary, and survey results are posted below. 
On Aug. 28, 2013, an update was provided to the County Commission. This included a overview of Phase 1 efforts, reviewing the previous work done on the project, and determining what items need further consideration to advance forward the project consistent with the county's Comprehensive Plan. The presentation is posted below.
