The Sarasota County Law Library is a reference library available for anyone to use.

  • Books cannot be checked out from the library.
  • The library has a core collection of essential materials.
  • Access is also available to Lois Law, an online legal database, which is free.
  • Two computers are available for public use.
  • Copies are 15 cents per page.
  • Staff does not offer legal interpretation of any law.

Additional law library resources are available in south Sarasota County on the second floor of the Robert L. Anderson Government Center, 4000 South Tamiami Trail, Venice and in Manatee County at the Manatee County Judicial Center, 1051 Manatee Ave. West, Bradenton.
 

 Taxes, fees, assessments or charges

 

​Listing of all taxes, fees, assessments or charges imposed by the special district, including the rates or amounts for the fiscal year and the statutory authority for the levy.

The Board of County Commissioners of Sarasota County shall appropriate annually the sum of money derived by the County from the occupational license taxes on those persons licensed as members of the Florida Bar residing and practicing the profession of law, or maintaining an office or offices, or practicing the profession of law in a law office, in Sarasota County.

These funds shall be used exclusively for the maintenance and operation of said County Law Library, including, but not limited to, the purchase of law books, legal periodicals, loose-leaf legal services, furniture, furnishings, fixtures, equipment, and supplies, payment of salaries and wages of all employees of the Board of Trustees, Sarasota County Law Library, and for all other expenses deemed desirable by said Board of Trustees for the maintenance and operation of said Library.

The funds, as appropriated aforesaid, shall be placed in a special fund or account to be known as the "Sarasota County Law Library fund," shall be kept by the Clerk of the Circuit Court of Sarasota County, and shall be paid out upon vouchers signed by the Clerk of the Circuit Court, after the same have been authorized by the Board of Trustees, Sarasota County Law Library.

 Public purpose of the district

 

The Sarasota County Law Library was established Aug. 15, 1959 by a special act of the Florida Legislature. It is a dependent special district managed by a board of directors.

The establishment and maintenance of a County Law Library in Sarasota County is hereby declared to be desirable, a public need, and a general County purpose; [and it is hereby declared] that the purchase of law books, legal periodicals, loose-leaf legal services, furniture, furnishings, fixtures, equipment and supplies and the employment of personnel in connection therewith, and the maintenance thereof, shall be a general County purpose.

Sec. 82-31. - County Law Library; County purpose.
The establishment and maintenance of a County Law Library in Sarasota County is hereby declared to be desirable, a public need, and a general County purpose; [and it is hereby declared] that the purchase of law books, legal periodicals, loose-leaf legal services, furniture, furnishings, fixtures, equipment and supplies and the employment of personnel in connection therewith, and the maintenance thereof, shall be a general County purpose.

Sec. 82-32. - Sarasota County Law Library fund created; source and use of fund; annual appropriation.
The Board of County Commissioners of Sarasota County shall appropriate annually the sum of money derived by the County from the occupational license taxes on those persons licensed as members of the Florida Bar residing and practicing the profession of law, or maintaining an office or offices, or practicing the profession of law in a law office, in Sarasota County. These funds shall be used exclusively for the maintenance and operation of said County Law Library, including, but not limited to, the purchase of law books, legal periodicals, loose-leaf legal services, furniture, furnishings, fixtures, equipment, and supplies, payment of salaries and wages of all employees of the Board of Trustees, Sarasota County Law Library, and for all other expenses deemed desirable by said Board of Trustees for the maintenance and operation of said Library. The funds, as appropriated aforesaid, shall be placed in a special fund or account to be known as the "Sarasota County Law Library fund," shall be kept by the Clerk of the Circuit Court of Sarasota County, and shall be paid out upon vouchers signed by the Clerk of the Circuit Court, after the same have been authorized by the Board of Trustees, Sarasota County Law Library.

Sec. 82-33. - Board of Trustees created; membership, terms, vacancies, powers and duties; appropriation from general fund authorized. There is hereby created the Board of Trustees, Sarasota County Law Library, which shall be composed of the Circuit Judge residing in Sarasota County, who shall be Chairman, and four practicing attorneys who maintain offices for the practice of law in said County. The Chairman shall be appointed annually by the Senior Circuit Judge residing in Sarasota County. The Senior Circuit Judge residing in Sarasota County may appoint himself as Chairman, and a Chairman may serve successive and consecutive terms without limitation. When there is no Circuit Judge resident in Sarasota County, the County Judge of Sarasota County shall be Chairman of the Board of Trustees. The said attorneys shall be selected by the Chairman of the Board of Trustees and shall serve two-year staggered terms. Vacancies shall be filled by the Chairman by appointment for the unexpired term. No member of the Board of Trustees shall receive any compensation in connection with his office as such member, but he may be reimbursed for actual and necessary expenses incurred, payable only out of the Sarasota County Law Library fund. Said Board of Trustees shall have sole and complete authority over the employment, discharge and supervision of the librarian for the Sarasota County Law Library and such other personnel as the Board of Trustees may determine as being necessary for the creation, maintenance and operation of said Law Library, and the salary for such personnel shall be paid from the Sarasota County Law Library fund and said fund may be supplemented from time to time by the Sarasota County Commission. The Board of County Commissioners of Sarasota County is hereby authorized to appropriate from the general fund of the County for any purpose contemplated by this article and is hereby authorized to make appropriation to the Sarasota County Law Library for such purposes.

Sec. 82-34. - Use of fund.
The Sarasota County Law Library fund shall be expended by the Board of Trustees only for the purpose of procuring, equipping and maintaining the Law Library as herein provided, and for the purpose of securing such furniture, furnishings and equipment as may be necessary for the proper operation of said Law Library, and for the purpose of employing such personnel as may be required for the proper operation of said Law Library.

The Board of Trustees shall have the authority to select the purchase materials, supplies and equipment for the Sarasota County Law Library. The Board of Trustees shall conduct, maintain, manage and make all policy decisions for the Sarasota County Law Library. Purchases made by said Board of Trustees shall not be subject to the restrictions placed upon County purchases by general or special laws, and it shall not be necessary to advertise for bids or to secure bids for purchases made by said Board of Trustees. The Board of Trustees is authorized to make purchases on an installment basis and may enter into contracts for the purchase of property on a conditional sale, retain title, or lease option basis.

All donations to the Sarasota County Law Library and all property in any wise acquired for the lawful purposes thereof shall be deemed to be held and used as a charitable public trust for the use and benefit of the residents of Sarasota County, and shall be exempt from all taxation.

The Board of Trustees shall prescribe and enforce rules and regulations governing the use, maintenance and operation of the Sarasota County Law Library, and for the conduct of the business of the Board of Trustees.
