 Unified Development Code Project Description

 

Sarasota County has begun a process to create a Unified Development Code (UDC) that updates and brings together the Land Development Regulations (Chapter 74 of the Sarasota County Code) and Zoning Regulations (Appendix A of the Sarasota County Code) while ensuring that the regulations align with the Comprehensive Plan. One of the primary goals for this UDC Project is to establish a single source for significant regulatory information that has applicability to any given parcel of land.

Additionally, this effort may include:

  • incorporation of existing standalone ordinances that regulate development.
  • removal of regulatory provisions that may be more appropriately maintained as administrative technical documents.
  • development of regulations to implement regulatory components of the Comprehensive Plan.   

Anticipated tasks include, but are not be limited to, the following:

  • reviewing all existing pertinent county documents;
  • identifying issues with existing county regulations; 
  • consolidating and refining existing regulation language;
  • identifying regulatory inconsistencies and provisions that may now be obsolete.
 

 Project Approach

 

Sarasota County is using the services of a consultant to create the UDC, with extensive support by staff.

There will be an ongoing public engagement effort throughout this process, and the proposed UDC will be presented to various groups, advisory committees and the Sarasota County Commission for consideration.

 

 Project Schedule

 
The consultant is anticipated to begin work in March 2017 and this effort is anticipated to take approximately 18 months.

Land Development Regulations (Chapter 74 of the Sarasota County Code)

Regulations pertaining to how a property may be subdivided and developed in a safe, orderly, efficient, economical and environmentally sound manner; provides for public facilities and improvements; and avoids lands unsuitable for development due to poor soil conditions, flooding, unsatisfactory drainage, or other characteristic.

Zoning Regulations (Appendix A of the Sarasota County Code)

Regulations pertaining to the division of land into different land use districts that are designed in accordance with the Sarasota Comprehensive Plan to achieve objectives that include, but are not limited to:

  1. promoting the beneficial and appropriate development of land and the most consistent use of land;
  2. protecting the character and the established pattern of development in each area by addressing compatibility;
  3. preventing or minimizing land use incompatibilities and conflicts among different land uses;
  4. maintaining property values by stabilizing expectations and ensuring predictability in development; and
  5. establishing a process that effectively and fairly applies the regulations and standards and respects property owner rights and the interests of Sarasota County citizens.
