NOTICE OF PROPOSED RULE
SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
RULE NO.: 8.19 RULE TITLE: Security Plan
PURPOSE AND EFFECT: To modify the existing policy and to update procedures relating to school security plan creation, implementation, review, and update.
SUMMARY: These revisions revise responsibilities for security plan implementation and review timelines..
SUMMARY OF STATEMENT OF ESTIMATED REGULATORY COSTS AND LEGISLATIVE RATIFICATION:
The School Board has determined that this rule will not have an adverse impact on small business or likely increase directly or indirectly regulatory costs in excess of $200,000 in the aggregate within one year after the implementation of the rule. A SERC has not been prepared by the agency.
The Agency has determined that the proposed rule is not expected to require legislative ratification based on the statement of estimated regulatory costs or if no SERC is required, the information expressly relied upon and described herein: No SERC is required at this time by FS 120.54 or FS 120.541. In the event a SERC becomes required, the School Board of Sarasota County, Florida will promptly prepare one.
Any person who wishes to provide information regarding the statement of estimated regulatory costs, or to provide a proposal for a lower cost regulatory alternative must do so in writing within 21 days of this notice.

IF REQUESTED WITHIN 21 DAYS OF THE DATE OF THIS NOTICE, A HEARING WILL BE SCHEDULED AND ANNOUNCED IN CONFORMANCE WITH FS 120.54(3) AND 120.81(1)(d).

THE FULL TEXT OF THE PROPOSED RULE IS:
I. All District schools shall develop, implement, and annually update a school safety, security and emergency management plan. This program shall be consistent with all applicable Florida Statutes and State Board of Education rules.
II. Specific plans shall be developed for regular school hours as well as before and after school programs and activities. These plans shall be created and reviewed by each school’s safety team and shall include staff assignments, defined roles and training for members of the emergency response team (ERT).
III. Safety, Security, and Emergency Management plans shall be tested and reinforced through regular emergency drills. Following each drill or actual emergency event, an after-action review shall be conducted. Written reports shall be sent to the District Office of Safety, Security, and Emergency Management.
IV. Each school must maintain readily accessible records, available on campus or upon request, documenting all drills conducted during the current school year and previous school year. This record must include the date, type of drill, and the names of any law enforcement personnel present during each active assailant emergency drill, and an after-action review of what went well, areas of improvement, and steps to be taken.
V. The Principal shall ensure that all security and emergency management plans have a written leadership succession plan to ensure continuity of command during an emergency.
