Resolution No. 98-064 adopted the CRA boundaries and demonstrated the need for redevelopment in the area. The purpose of the creation of the CRA was to identify and address blighting conditions and to enable the county to establish a mechanism to finance redevelopment projects through Tax Increment Financing (TIF).

Beginning in late 2006, Stantec Consulting Services, Inc. was hired to update the CRA Plan.
