The Southwest Florida Water Management District (SWFWMD), Federal Emergency Management Agency (FEMA) and Sarasota County (incorporated and unincorporated areas) a/k/a Cooperative Technical Partners (CTP), have revised the Flood Map Update schedule.

As of April 2011, the SWFWMD Floodplain Map Viewer link to www.watermatters.org has draft GIS data from the following Watershed areas: Hudson Bayou, Whitaker, Isle of Venice, Roberts Bay, Alligator Creek and the City of North Port.

Benefits

Add details to reflect infra-structure and development in our area over the last 15-27 years. 

Use updated topography that captures contours and depression depths.  

 

With aerial photography, identify streets and parcels for more accurate interpretations.

In October 2009, the Cooperative Technical Partners (CTP) received LiDAR product from the State of Florida; CTP completes Quality Assurance by August 2011*; CTP conducts public meetings, SWFWMD collects comments from GIS map products (Floodplain Map Viewer) September 2011*

Preliminary D-FIRM

 

Summer 2012*

 

SWFWMD provides a contractor with all data collected. Contractor produces a Preliminary D-FIRM. CTP staff from all jurisdictions finds product reasonable for public review.

 

90 Day Appeal and Protest

 

Fall 2012*

 

CTP staff presents Preliminary D-FIRM to local officials to approve and schedule a coordinated jurisdictional 90 Day Appeal and Protest Period.  Individual notifications occur, public meetings and assistance to comment (Protest) and/or Appeal (scientific dispute).

Preliminary D-FIRM product will be made available on TBD website.

 

 

 

 

FEMA and Local Adoptions

Any Appeals and/or Protests received are investigated for validity by FEMA to change the Preliminary D-FIRM. FEMA approves a Final Digital Flood Insurance Rate Map and accompanying Flood Insurance Study. Upon adoption all federal, state and local regulations are applicable.

LiDAR   
Light Detection and Ranging is a remote sensing system used to collect topographic data. The National Oceanic and Atmospheric Administration (NOAA) and NASA use this system to document changes along shorelines. Data collected with aircraft mounted lasers that are capable of recording elevation measurements at a rate of 2,000 to 5,000 pulses per second and have a vertical precision of 15 centimeters (six inches).

ICPR   
Interconnected Channel and Pond Routing modeling used by Sarasota County staff. This modeling software produces surface water runoff hydrographs generated for basins then assign nodes in a drainage network. Nodes are used to represent ponds and specific locations, i.e., along channels, streams, rivers and junction in pipe systems. Stages are calculated at each of the nodes and links, flow rates are then calculated for links based on stages at nodes. Sarasota County Surface Water staff analyze, maintain and update these models on a daily basis.

Detailed Flood Studies   
Sarasota County experienced a severe rainfall flood event in 1992. 60% of the reported flooded structures were not in a High Risk area on the FEMA FIRM. Elected officials wanted the flood risks updated. Since that time, twenty-one studies have been conducted and adopted locally and used for local development and planning decision. Upon adoption the studies were modeled (ICPR) and then updated regularly to reflect completed stormwater projects and development.

Automated Rain Monitoring Sensors (ARMS)  
Sarasota County has fifty-four rainfall sensors. This real-time data and historical rainfall information can be viewed on-line:

National Flood Insurance Program (NFIP)
Sarasota County adopted the NFIP regulations in 1971 and received the first Flood Risks Maps in 1972. 

Community Rating System (CRS)
Flood insurance is another tool to mitigate flood loss and assist a community’s speedy recovery. Under the CRS, flood insurance premium rates are adjusted to reflect the reduced flood risk resulting from Best Management Practices
. Sarasota County has attained a Class 5 Rating in 2007 = $5M-$6.3M annual discounts/ $11B property protection. To learn more about CRS:
