Sarasota County Government is
committed to fiscal stewardship in employee and labor practices
through effective management of workforce size, compensation and
benefit costs, training investments and other employee-related
expenses.
Beginning in FY07, approximately 400 business processes were
proactively streamlined, and 322 positions eliminated. Direct
(and indirect) employee expenses, such as space, equipment use,
supplies and energy use are continually reviewed. During a
period of nationally rising healthcare costs, Sarasota County
Government earned national attention when its 2011 healthcare
premiums experienced a 3 percent decline. Since employees share
in the premium costs, both staff and taxpayers benefit from this
reduction.

In keeping with the private
sector, bureaucratic structures have been replaced with a flatter framework. This has reduced
the need for managers, while creating more flexibility and
accountability in the organization. All managers serve in an
at-will status.

Approximately 50 percent of
employees participate in a collective bargaining unit. Since
union contracts expire on Sept. 30, 2011, preparation for negotiations
is underway. Copies of the union contracts along with associated

Non-bargaining employees do not operate under contract so the
posting of contractual information does not apply. However, data
