| For the past
several years, the Contracted Human Services Program has been
guided by a unified policy framework. This framework provides
direction for the application review prioritization,
recommendation, and award process. The policy framework includes
the following elements: Mission statement
The mission of
the Sarasota County Contracted Human Services
Program is to enhance the community’s capacity
to meet established human services outcomes
through programs and services which build strong
children, youth, adults and families, empower
people to be independent, self-sufficient and
responsible citizens, and support people in
crisis.
Guiding Principles
A set of guiding principles sets forth the overall philosophy
governing the Contracted Human Services program. The guiding
principles include:
- The Contracted Human
Services Program will focus on specific results which are
driven by the priorities of the community as expressed in
measurable outcome targets.
- The Contracted Human
Services Program will fund only programs and services which
are consistent with the policy framework for the program
approved by the Board of County Commissioners.
- The Contracted Human
Services Program will collaborate with other funding
partners and organizations to leverage additional resources
to meet community needs.
- The Contracted Human
Services Program will utilize competitive procurement
processes where feasible and appropriate.
- All programs and services
for which funding is requested will be judged on their
individual merit, whether or not the agency has been funded
previously by the Contracted Human Services Program.
- The Contracted Human
Services Program will consider all of an agency’s available
financial resources when determining the funding needs of a
program or service for which funding is requested.
- Contracted Human Services
Program funds will be utilized only for residents of
Sarasota County.

Funding Criteria
A set of funding criteria establishes guidelines for the types
of programs and services which will be funded (and not funded)
by the Contracted Human Services Program and those that will
receive funding preference. The funding criteria include:
- Funding preference will be
given to programs and services which embody the
collaborative efforts of two or more organizations, where
collaboration is expected to produce superior results and/or
lower costs.
- Funding preference will be
given to programs and services for which the Contracted
Human Services Program is not the primary source of funding.
- Funding preference will be
given to programs and services which directly benefit
individuals or families. However, programs and services
which build the community’s capacity to meet the needs of
individuals and families indirectly through enhancing
infrastructure will be considered.
- Contracted Human Services
Program funds will not be utilized for capital projects,
including construction or renovation costs, architectural
fees, and equipment purchases.
- The Contracted Human
Services Program should not fund programs and services which
are the clearly mandated responsibility of state government.
- Contracted Human Services
Program funds will be used to support programs and services
which are divested by the state to county government solely
at the discretion of the Board of County Commissioners.

Community Outcome Targets
A set of community outcome targets for
FY2012 establishes specific,
long-term outcomes to be addressed through the Contracted Human
Services program. Additional community outcome targets will be
added as they are approved by the Board of County Commissioners.

Human Services Systems
A set of human services
systems identifies the areas on which the Contracted Human
Services program will focus. (Focusing on a systems approach is
intended to allow investments at leverage points, enable a more
holistic approach in bringing resources to human services
issues, permit efficiencies and fiscal savings by bringing
partners together, encourage migration of best practices from
one system to another, and encourage blending of multiple
funding streams.) The nine identified human services
systems on which the Contracted Human Services program focuses
are:
