Environmental and Coastal Permitting and Licensing
Air Pollution Source Permitting
Through a Specific Operating Agreement (SOA) with the Florida Department of Environmental Protection (DEP), Air Quality/Storage Tank Management (AQ/STM) has received air pollution permitting delegation.

Staff review applications for which authority has been delegated. Staff then determines whether a source is exempt from permitting, issued a permit, or denied a permit.

Technical reviews and permits are drafted and issued by AQ/STM. AQ/STM does not issue Title V General permits. AQ/STM inspects all permitted facilities, whether DEP or AQ/STM permits, for compliance once per year.

Biosolids Permitting and Regulation
The Biosolids Program issues permits to land owners that receive biosolids on their lands and the haulers that transport biosolids in Sarasota County.

The program is responsible for compliance and enforcement of state laws and local ordinances and monitors and tracks biosolid application within the county.

Carlton Water Use Permit Monitoring
The Carlton Water Use Permit monitoring program was designed to detect any potential impact resulting from groundwater withdrawal from the Intermediate and Floridan aquifers for potable water for Sarasota County residents.

The monitoring program examines the groundwater levels and groundwater quality, as well as rainfall, evapotranspiration, wetland vegetation, forest canopy, organic soils and surface water flow.

Staff also monitors the long-term effects through aerial photography. All data is analyzed and summarized in an annual report submitted to the Southwest Florida Water Management District.
